There is a way to buy from
Mercari Japan.
It is Proxy Buying Service.
Mercari suggests to use for
proxy service like Buyee.

You can change the lanugage setting
to English to read.
Buyee will ship a package to your home address,
outside Japan.
Simple answer is DIFFICULT, but not
impossible.
① To buy from Mercari Japan by yourself,
you need to have cell phone number
that starts with 090.
050 IP VoIP phone is not accepted for
SMS (SHORT MESSAGE SERVICE)
verification.
I have 050 phone number but
it does not receive SMS.
If you could find someone in Japan
that helps you to veryify a phone number
to create an account, you will be one step
further to purchase from Mercari
by yourself.
② To buy from Mercari Japan,
you also need an address in Japan.
You can have the address once
you use parcel forwarding service.
They will provide you one for you.
When you have those 2 items,
you can start buying from Mercari.
